Ten European countries have joined a French initiative designed to strengthen nuclear deterrence against Russia. The Wall Street Journal reported on Monday that the program, called forward deterrence, aims to bolster France's role as a nuclear power on the continent. European confidence in United States security guarantees has continued to decline, prompting this new continental effort.

The plan involves building new infrastructure, communication systems, early-warning capabilities, and intelligence-sharing links with allied nations. It also includes the deployment of French nuclear-capable Rafale fighter jets across Europe. The United Kingdom, Germany, Poland, the Netherlands, Belgium, Finland, Norway, Sweden, and Denmark have all participated to varying degrees since French President Emmanuel Macron announced the concept in March.

Finnish President Alexander Stubb described his country's specific role during a recent discussion. "We don't have any plans to put nuclear weapons on Finnish soil in peacetime. But we do have plans for creating a strategic dilemma for Russia," Stubb said. He added that Finland seeks information and involvement, noting that the process is likely a ten to fifteen year undertaking.

France has conducted one-on-one talks with each partner rather than holding joint meetings. Senior defense officials told the Wall Street Journal that this approach has led European nations to maintain constant contact with one another. They are comparing what Paris has shared with each state to ensure consistency.

The push follows growing doubts about American reliability. Questions have intensified regarding whether Washington would risk nuclear war to defend a European ally. These concerns have grown as US President Donald Trump pursues energy deals with Russian President Vladimir Putin and increases pressure on Ukraine, according to the report.

French officials argue their deterrent carries more credibility because Europe's security is directly tied to Paris. "There is one difference between France and the US: we share the same geography, we are part and parcel of the same continent, we have economic and sociological continuity with our neighbors writ large," Macron's adviser Chatel said at the Warsaw Security Conference. Macron himself asked in March if the survival of close partners could risk vital interests without affecting France.

Norwegian Foreign Minister Espen Barth Eide stated the plan supplements existing US nuclear guarantees rather than replacing them. France will resume producing nuclear devices for the first time in decades, and the size of its stockpile will become confidential. The nuclear force will remain entirely under French control. This arrangement was chosen to make the strategy acceptable across France's political spectrum, including to Marine Le Pen's far-right party, which is polling ahead in the presidential race ahead of next spring's elections.
