With millions of ballots already cast before Election Day, the fight for control of Congress is narrowing to three voter groups that analysts say will decide the outcome.

Lincoln Mitchell, a political analyst and professor at Columbia University, identifies rural voters as the first group under pressure. He points to agricultural tariffs and higher costs for home heating and diesel as factors squeezing household budgets in those communities. Mitchell does not expect a party flip among these voters, but said financial strain could reduce turnout or weaken enthusiasm for Republicans and President Donald Trump.

Latano voters are the second group Mitchell tracks. He notes the demographic is far from uniform, but its influence will matter in battleground states, particularly Texas, where one of the cycle's most competitive Senate races is underway. Recent GOP gains among Hispanic voters in Texas, Arizona and Florida may not hold over the long run, Mitchell said.

Young white men, who turned out heavily for Trump in 2024, form the third bloc. Mitchell points to foreign policy and affordability as the two factors driving potential movement. If a share of these voters stay home or shift away from the GOP, the effect on Republican candidates on the ballot would be substantial.

Midterm elections historically cut against the party holding the White House. Trump has urged supporters to vote as if his name were on the ballot, seeking to buck that precedent. Tuesday night will show whether the mobilization effort worked.
